Vision 2030 has made AI a board-level topic in the Kingdom, and the number of companies offering to build it has grown just as fast. Most “top AI companies in Saudi Arabia” lists are written by one of the companies listed. This guide is a checklist instead: what to decide before you shortlist, what to ask every vendor, and the Saudi-specific points that separate a pilot that reaches production from one that stalls in review. Use it on any company you speak to, including us.
Before you shortlist: write the brief
A one-page brief makes vendors quote against the same thing. It should cover:
- The job. One sentence: “answer order and delivery questions on WhatsApp in Saudi Arabic and English”, or “read supplier invoices and prepare entries that fit our e-invoicing system”.
- The data and its classification. Which systems and documents the AI needs, and how your organisation classifies that data. Classification decides where it may be hosted.
- The success measure. A number you can track today, such as response time, invoices per day or forecast error.
- Who must sign off. IT, security, legal and compliance. Bring them in at the start, not at go-live.
- A budget range. Our AI development cost guide for Saudi Arabia gives published ranges in riyals.
Who builds AI in Saudi Arabia
| Kind of partner | Best for | Watch out for |
|---|---|---|
| National technology groups and telecom IT arms | Government and giga-project programmes, national platforms | Minimum sizes and lead times that do not suit one workflow |
| Global consultancies with Riyadh offices | Strategy and change across a large organisation | High day rates, and a build team that differs from the pitch team |
| Software agencies with a Saudi presence | Apps and portals with some AI added | Whether anyone on the team has taken a model to production |
| Specialist AI teams working remotely | Focused builds: assistants, document AI, agents, forecasting, BI | Overlap with the Saudi week, communication and data handling |
| Off-the-shelf AI software | Common jobs where a product already fits | Saudi dialect quality, hosting location and lock-in |

The Saudi checklist: nine questions for every vendor
- How will the design meet the PDPL? The Personal Data Protection Law, overseen by SDAIA, covers consent, purpose, retention and transfers outside the Kingdom. Expect a clear answer on what personal data the system reads, where it goes and how long it is kept.
- Can everything run inside the Kingdom? Ask for the cloud region, whose account it runs in, and whether any request reaches a model provider outside Saudi Arabia. If your data must stay in-country, ask how the vendor would self-host a model, and what that adds to the cost.
- How will you meet our security controls? Regulated sectors follow the National Cybersecurity Authority’s controls and their own regulator’s rules. The vendor should ask for your requirements, not assume a standard set-up.
- How do you test Saudi Arabic? Customers write in Najdi, Hijazi and other dialects, Modern Standard Arabic and English, often mixed. Ask to see results on your own messages before launch.
- Does it fit ZATCA e-invoicing? Anything that reads, creates or checks invoices must match the FATOORAH formats and keep amounts and VAT exact, with your accounting or e-invoicing system as the system of record.
- Will it respect who may see what? Groups with several companies and regions need permissions that follow your structure, in reports and in AI answers.
- How does your week overlap ours? The Saudi week runs Sunday to Thursday; many international teams work Monday to Friday. Ask which days and hours overlap, and how Sunday is covered. Our team overlaps from 07:00 to 14:30 Saudi time, Monday to Thursday, with Sunday calls by arrangement.
- What is in the price, and what does it cost to run? You want a fixed price for a defined scope, changes priced before they are built, and an estimate of model, hosting and messaging costs in riyals before you sign.
- Who owns the code and models, and what happens after launch? Get ownership, support and the return or deletion of your data written into the contract.
Government and semi-government buyers
Public-sector buying follows its own rules: tenders through the Etimad platform, local content requirements, and rules on contracting with foreign companies that have no regional headquarters in the Kingdom. Check eligibility with your procurement team before you shortlist. Specialist remote teams are usually a better fit for private companies, or as a subcontractor to an eligible prime contractor.
Red flags
- A demo on someone else’s data, but no offer to test on yours.
- “Fully PDPL-compliant” or “100% accurate” with nothing behind it.
- No question about your data classification or hosting rules in the first meeting.
- Company figures that change from one page of their website to the next.
- A plan to fine-tune or train a model before trying retrieval over your documents.
- No NDA before data, and no estimate of running costs.
How to compare proposals
Give every vendor the same brief and ask them to price the proof of concept separately from the full build. Then compare the first year in total: build, twelve months of running costs and support. The AI project cost estimator gives an independent range to test quotes against, and the readiness checklist shows what to fix in your data first.
Where AppsInAi fits, and where we do not
We suit Saudi companies that want one workflow done well and then extended: Saudi Arabic and English assistants on WhatsApp and the web, document and invoice automation that fits ZATCA formats, AI agents with approval steps, forecasting and Arabic and English dashboards. We sign an NDA before any data is shared, host in the region and account you choose and quote a fixed price for a defined scope.
We are not the right partner if you need a team on site in Riyadh every day, a national-scale programme, or a supplier registered for government tenders. If your procurement asks for a specific certification, ask us first and we will answer plainly.

Frequently asked questions
Which is the best AI development company in Riyadh?
The one that answers the nine questions well for your project. Shortlist two or three of the right kind, give them the same brief and ask each for a proof of concept with a measurable goal.
Do we need a company with an office in Saudi Arabia?
For government tenders, often yes. For private companies, what matters most is in-Kingdom hosting when your data requires it, Saudi dialect quality, overlap with your working week and a named contact who answers.
How much does AI development cost in Saudi Arabia?
Our published ranges start at about SAR 37,500 – 188,000 for a small project. The cost guide in riyals has all three sizes and the running costs to add.
Can a vendor outside the Kingdom keep our data in Saudi Arabia?
Yes. The system can run in a Saudi cloud region in your own account, with the vendor given only the access it needs. Ask each vendor to describe that set-up in writing.
How long should selection take?
Two to four weeks is typical: the brief and shortlist, calls and proposals, then a decision. A proof of concept of 3–6 weeks follows before the full build.
